Marshfield Community Preservation Committee Invites all to Open Houses

On March 31, 2007 beginning at 10:00 a.m. Marshfield voters are invited to view for themselves, the proposals recommended to Town Meeting for funding by the Community Preservation Committee (CPC).

The CPC oversees a grant program which is funded by a local property tax surcharge and a 100% match from the Commonwealth of Massachusetts. A minimum of 10% of the Community Preservation annual revenues must be set aside for each of three core community concerns: open space, community housing and historic resources. Up to 5% of revenues can be set aside for operating expenses such as salary, office and educational expenses, legal fees and technical services to aid in evaluating resources and projects.

Throughout the year the CPC reviews local initiatives submitted for funding within four allowable categories: open space; historic resources; community housing and recreation. The proposals are evaluated according to criteria that include but are not limited to: enhancing community assets, serving multiple needs and populations and efficient use of funds. Each proposal sponsor must submit a scope of work, a budget and the name of the project manager who will oversee the efforts and submit invoices to the CPC for review. Larger projects, like the Ventress Building, may require a qualified owner’s project manager.

According to CPC Chairman, Ed McPherson “When looking cumulatively at CPC expenditures, approximately 70% of Marshfield’s CPA funds have been applied to land acquisition and 80% of the proposals approved were for preservation of Town owned properties; 100% of those approved were local initiatives.”
